Well...it's been a long time since I played PKMN (up to the second generation), but ingame I give thise 8/10, outside would be 5/10. Like I said, it's been a long time and I'm only using skills based on first and second generations.

If I could elaborate:

You have four flying (two fire, one dragon, one ice), one electric, and one normal PKMN. I'm not saying you shouldn't play with your favorites, but I would say that you might want to balance you're team out a bit more via moves.

I'm assuming you're playing beyond the second generation, so that out of the way, you should get rid of the HM moves cut, fly, and possible strength (I find Headbutt and Body Slam better because they also provide paralyze effect status as well (Body Slam for sure, can't remember Headbutt). If you really desire HM moves as transit, I would suggest finding a PKMN that can learn all of these moves and use it as a HM slave.

Second thing I like to mention is the multiple type moves such as Articuno's Blizzard and Ice Beam. I suggest taking the one that has the higher PP and replace it with another type move that can inflict high damage (if Articuno was facing another Charizard or Raichu, it's safe to say it's just as good as dead, key thing to remember is to use elemental moves that can use your opponents weakness to your advantage.) For that, try to see if you can use Hidden Power (if that move even still exists as a TM move at all, I think you can still use it for all PKMN, again, not sure.) With Hidden power, the PKMN can use a elemental type attack against other PKMN.

Persian is okay. Bite or Faint Attack, one or the other get rid of. Another elemental attack would be better.

Raichu could use Surf if it's possible to do in the later versions (I don't know).

Hyper Beam is a good finishing move, but playing with elemental weaknesses is a better strategy. So that's it for Dragonite.

Charizard can learn Earth moves. Exploit that.

Moltres could use another elemental move if possible.

Main advice: just use any elemental move that be learn in any possible way to your advantage.

Strength is weak, tbh. So is Shock Wave. Try and get Raichu to learn Thunder in place of Shock Wave... and another non-Electric move in place of Strength.

Mind Reader... IIRC, that attack does no damage, so I wouldn't keep it. See if you can teach Articuno a Water move if at all possible... like Surf. I know Fly is there, but it helps to have the widest range of different attack types possible.

Persian's pretty weak, IIRC. I dunno... it does know Dark moves though, which are pretty strong. Try and teach Persian Crunch though, in place of Bite. And Screech/Payday are really useless, IMO.
